In order to create practical mechanisms for the development of scientific and applied research and innovation and stimulate the modernization of production, their application in the process of technical and technological renewal, to ensure a stronger connection between science and production, as well as research organizations and the real sector. The President of the Republic of Uzbekistan No. PP-916 of 15.07.08 "On additional measures to stimulate the introduction of innovative projects and technologies in production" on the establishment of innovative cooperation between enterprises. The decree sets a number of tasks for higher education institutions.
To solve these problems, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 19, 2019 No. 1017 "On the approval of some administrative regulations for the provision of public services in the field of media and communications" was carefully studied. In the second paragraph of the first chapter of this regulation, entitled "General rules", the term "media" means the periodic distribution of media in print (newspapers, magazines, newsletters, newsletters, etc.) and (or) in electronic form (television, radio). - videos, newsreel programs, websites in public telecommunication networks) published or broadcast at least once every six months, as well as other forms of periodic dissemination of information. A decision was made to create a scientific and methodological printed and electronic journal "Science and Innovative Research".
In this printed and electronic scientific and methodological journal, authors publish their articles on pedagogy, psychology, philology and linguistics, mathematics, physics and mechanics, technical sciences, natural science, history and philosophy, tourism and economics, information and communication technologies, development of geography and innovative competitiveness. it is recommended that they focus on providing further improvement.
Currently, scientific and methodological electronic journals are widely introduced in leading foreign universities. With the formation of the information society, the share of electronic media created on the basis of websites in public telecommunication networks is growing. Widespread adoption of this type of publication will not only increase the speed of delivery of information, but also lead to more efficient use of paper.
Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated July 22, 2010 No. 155 "Additional measures to save and rational use of paper in the country" also provides for a management system, a process for resolving local and cross-sectoral issues. It was noted that information and communication technologies are widely used to reduce costs. In practice, the electronic document management system is widely used, the network of interactive services of the state and organizations is expanding. The resolution emphasizes the importance of effective use of information and communication technologies in office management to save paper and its rational use.
One of the main tasks of the electronic journal is to acquaint young scientists, researchers, senior researchers, independent researchers and masters with the results of authoritative scientific work of leading scientists and practitioners of the country and to quickly disseminate innovative achievements in the socio-economic sphere.
